We are experts in all phases of Transportation Planning & Design, Urban Planning & Design, Residential and Commercial Development, Website Development, as well as, Building and Employee services. Our goal is to understand and exceed customer expectations, get the job done safely, on time and on Budget.

Founder A. Shawn Collins, PTP, AICP, is a graduate of The Florida A & M University in Economics and Finance.  He also attended graduate school at FSU in Urban & Regional Planning with an emphasis in Transportation Planning.  He’s also a U.S. Army Veteran who did his tour of duty in Wackernheim, Germany. Mr. Collins has over 36 years of experience in the Planning profession.  He brings all of his talents and experiences to Tally Group and all of their programs and projects.

Our team focuses on providing services to the Dept. of Veterans Affairs, Dept. of the Air Force, the U.S. Customs and Border Protection, the U.S. Marine Corps., the U.S. Dept. of the Army, several local governments, and private clients.  We are currently building several Low, and Moderate Income homes in Daytona Beach.

Established in 2009, the staff and management of PP&E have well over 100 years of experience in the traffic engineering and transportation planning profession.
